Iestyn Guest, thank you for your comment. So your hardware and problem may be tracked, could you please file a new report with Ubuntu by executing the following in a terminal while booted into a Ubuntu repository kernel (not a mainline one) via:
ubuntu-bug linux

Title:
  [Dell Latitude E6400] Different fan behaviour in my laptop after
  upgrade to ubuntu 14.04

Status in “linux” package in Ubuntu:

Bug description:
  After upgrading from lubuntu 13.10 to 14.04 the fan of my laptop seems
  to run much more often than in 13.10. When it runs, it doesn't run
  continously but starts and stops every second.

  `fwts fan` results in

      ADVICE: Did not detect any change in the CPU related thermal cooling device
      states. It could be that the devices are returning static information back to
      the driver and/or the fan speed is automatically being controlled by firmware
      using System Management Mode in which case the kernel interfaces being examined
      may not work anyway.

  In a discussion on askubuntu about this topic:
  http://askubuntu.com/questions/459707/different-fan-behaviour-in-my-
  laptop-after-upgrade-to-ubuntu-14-04 a user suggested that this may be
  a bug in the 3.13 kernel and that there seems to be a patch applied in
  14.04. It would be great if you could patch/upgrade the current kernel
  release in the repositories such that this bug will be fixed just by
  upgrading the kernel image using aptitude.
