[Bug 1350185] [NEW] lowering kernel.perf

lowering kernel.perf_event_max_sample_rate to 50000 ubuntu 14.04.. i
have installed the POSTGRES SQL 8.4 after that i have restart the server
it will give this error .. please help me on this
