[Bug 1354320] [NEW] Can not boot unsigned kernel on non-EFI system

Public bug reported:

Hello.

Something wrong with latest kernel. Unsigned version doesn't wprk at
all.

md5sum /boot/vmlinuz-3.13.0-32-generic*
cb54f5ab7d83a0f920a352e1f5c9f2c9  /boot/vmlinuz-3.13.0-32-generic
2902c6e94b680dc5a068543b716118ca  /boot/vmlinuz-3.13.0-32-generic.efi.signed

I've installed grub-pc and run dpkg-reconfigure grub-pc. After upgrade-grub system doesn't boot.
It report kernel panic with "No working init found" message. This problem occurs on all my computers,
not only hp touchsmart laptop.

/boot/grub.cfg
	linux	/boot/vmlinuz-3.13.0-32-genericroot=UUID=8727ca07-ad08-4a63-933f-506cd98c1d6a ro quiet splash $vt_handoff # It doesn't work, reports panic

I've found fix for this problem change kernel in /boot/grub/grub.cfg on
second .efi.signed version:

        linux   /boot/vmlinuz-3.13.0-32-generic.efi.signed
root=UUID=8727ca07-ad08-4a63-933f-506cd98c1d6a ro  quiet splash
$vt_handoff # It works, but it seems inaproriate solution for BIOS
systems.

Please pay attention.
