Verified with 12.04.3 (3.8 kernel) this bug does not exist in stock image.
Verified with 12.04.2 + update (3.5.0-54) it works!

Therefore I will mark this bug as Fix-released

Please feel free to open a new one if you're still experiencing this
kind of issue.

  [Dell Latitude 6430u] 413c:819b 3G modem is not working

Bug description:
  CID: 201208-11537 Dell Latitude 6430u

  There is a SIM card slot on this system, however, there is no such
  option for it to connect to 3G network in the Network Manager

  But there is one extra non-working Ethernet device in it, "Novatel
  Wireless HSPA" [413c:819b]

  I guess maybe it's for the 3G modem, but was incorrectly detected.
