So your hardware and problem may be tracked, please file a new report with Ubuntu by executing the following in a terminal while booted into the default Ubuntu kernel (not a mainline one) via:
ubuntu-bug linux

Bug description:
I have an Acer Aspire 1810TZ notebook running Ubuntu 13.10. When
connecting my Huawei E173 UMTS stick, it is sometimes not possible to
activate the mobile network connection in the network menu (when
clicking on the network icon in the upper right corner).
I attached the output of dmesg. The first time I connected the stick I
cannot activate the connection. After disconnecting and reconnecting
the device it works properly.
Please let me know what you need additional information, this problem
occurs in 1 of 3 tries, so I can reproduce it.
