[Bug 1401071] [NEW] unable to reboot

Description:    Ubuntu 14.04.1 LTS
Release:        14.04
Ubuntu 3.13.0-40.69-generic 3.13.11.10

I get this after login to console:

INFO: task kworker/0:3:251 blocked for more than 120 seconds
INFO: task systemd-udevd:1306 blocked for more than 120 seconds

I also get the same errors during reboot and the reboot hangs after
"Stopping System V runlevel compatibility [OK]"

I am running two identical newly installed servers on as virtual
machines on Hyper-V on Windows Server 2012. Both have the same problem.
