Title:
  Usb 3 hdd drives cannot be powered off in any manner

Status in linux package in Ubuntu:
  Incomplete

Bug description:
  Other than shutting down or pulling the cord out.
  May not be a kernel bug, didn't know otherwise..

  Test case:
  boot up, log in
  attach a usb 3 hdd ( one without external power) to a usb 3 port
  The option to "Safely Remove" will be available in nautilus & unity launcher icon, click on it

  What happens:
  Drive is unmounted, momentarily powered off & then re-powered on ( takes less than a sec.
  What should happen:
  drive should be powered off & stay off until re-attached

  If one connects the drive to a usb 2 port then it will power down

  To further confuse -
  If one boots up with the device connected or connecting after login then doing log out/in there is no longer a Safely remove option, only mount or unmount

  At no time does  udisksctl power-off -b /path/to actually work, it
  acts like first scenario, quickly powered off then right back on.
