A couple of ways:
a) In pcbnew, add a dimension. Then delete it.
b) In either pcbnew or eeschema, choose the graphic line tool. Click on 
the starting point, hit the space bar to zero the coordinates at the 
current point, then observe the offset in the status bar as you move the 
mouse. Hit escape to cancel the line.
