I think there is a big chance, but before that we have to clarify some points:

First of all the Vesa's questions (Sorry that I've changed the original topic):

*Official symbol drawing guidelines with sizes and line widths.
*Discussion how to organize the library tree and possible sub-branches.
*Library and component naming policy
*Library licenses allowed.

Without sorting this problems out we are unable to think about next step. 

Second thing is whether or not we want an libraries "package manager" in KiCad? If we do, then we should start discussing how to build it.

Maybe more experienced people on this list could tell us if it is a good idea to discuss libraries and "package manager" or should we focus on other problems?
