Just added 2 define to select the way the inner copper layers are
displayed, at compilation time.
(One relative to the inners layers order, and one to show or hide unused
inner copper layers)
There is very few new code (only few lines) in dialog_layers_ setup.cpp
Each option has advantage and drawback, and is mainly a matter of taste.
Try them.

When both both defines are enabled:
There is a problem when changing the layer count using the left combo
box. I'm tracking it down now, should have it fixed within the hour.
I know you're trying to get out the release, so I am on it.
Maybe we can enable the two defines in the release, but not as is.
