Source, doc, and library repos should be writable now.   Also created a 
source branch called "stable" for the release managers to hook into with 
as much confidence as we can offer.


The bug database conversion is stalled for at least another day.  
Somebody volunteered, but never executed on the offer to help.

Will go looking for him on IRC tonight.


I still want to move the translation stuff from source to doc repos, and 
am exploring various ways to make that convenient for everyone.  It is 
what I will do next.
