Yeah, it's a mess. Free-CAD is switching its license to LGPL (I can't remember which version) with the consent of the contributors to (hopefully) eliminate a lot of licensing issues.  This is also one reason why I prefer to write tools for KiCAD which are kept separate from KiCAD - the tools may use other software with licenses which complicate distribution as part of KiCAD.  Of course keeping tools as separate projects also means less code bloat and maintenance on KiCAD's core.
