It's curiously, but seems you apply patch manually line-by-line? Because changes 
appears in FOOTPRINT_EDIT_FRAME::PrintPage (where anchors can be usable) and not 
in PCB_EDIT_FRAME::PrintPage, where they are desired to be.

Should you re-apply the patch correctly?
