OK, that was the problem. It's misleading since where there are a few
choices to enable/disable layers from the viewer menu, the masks are
controlled by the main board view controls.

Probably the 'best' way to handle this would be a layer toolbar instance
in the 3D viewer window; is it feasible? (i.e. not too many static ties
from the layer bar to the frame or something preventing multiple
instantiation)
