Until recently, most of time only ref and value were stored in lib files:
Package and doc, when blank, were not stored and most of time, 
relocating them was not possible (The position/size when blank was  lost).

This is now no more the case (Package and doc position and size can be 
defined in lib, even for blank texts, unless bug).

So relocating Package and doc has now meaning, and could be added.
