It is going to be removed before 5.0.  I almost have the global symbol
library table setup wizard completed so the only thing left to do will
be to start using LIB_ID to look up symbols.  The default global symbol
library table will contain all of the symbol libraries.  The global
symbol library table setup wizard will allow the user to change this if
they desire.
