Re: KiCad website repo
I think Seth said that he is periodically making snapshots from github to gitlab. Please see [1].
So I don't think the existence of a "clone" button is evidence that the repos are fully activated. That is why I asked my original question - I think the owner has to explicitly state when a cut-over has been made.
