Re: ngspice vcpkg port
Try the latest port files. I overlooked x86-windows earlier which is what
vcpkg install defaults to unless you have VCPKG_DEFAULT_TRIPLET env
variable set. (Though vcpkg is switching to 64 bit default soonish)
