I agree.

Please consider that we can use different packaging systems for different
OSs. Symlinks could do perfecly well for say linux but are not supported
in some older windows systems...

We can handle the english automatic fallback of incomplete translations
just using the package dependency, that is to say that the english
version of docs must be made mandatory for every other language package...
