You're trying to address two very different issues in one element.
The first is reassuring the reader that they're at the right page. I
predict that a plain-text paragraph, one or two sentences, would do this
more noticably than the bar does. And if you're on the wrong page, the
bar has no space available for links to the right page.
The second is offering a way of asking for more information on the
current topic. But people usually won't know whether they need more
information until they've read the page and realized it doesn't cover
the detail they want. So that link would be more convenient at the end
of the page.

in revising the wiki conventions.
