Tom and I just chatted about this, and he's going to try to get a
branch today that will make the change to just enabling the icons for
editing the bugtask table and make the links in the table real links.

This will just be for review and testing, for UI reviewers to look at
and determine if we're happy with this.  If so, we'll land it, of
course.  The hope is that it will be a nice compromise on fixing most
of the pain of these two bugs (bugs 415156, 412925).
