That's what I thought too, and I did turn off JS and try the same  
workflow.  There's never an edit pencil next to the driver field that  
I can see.  On +edit-people, the (Choose...) turns into (Find...) but  
that leads to the people search page.
So maybe it's just a bug with these pages?
