I think it's fine for the link to say "Add mailing list" when the team  
has not yet requested a mailing list.  After that, the link should say  
"Configure mailing list".  That's the bug (IMO) that I invite you to  
submit :).
Is there a bug about this or is this intended? As I don't own the team
nor am an administrator of it, I guess I was able to do it because I am in Canonical LP Engineering (for CHR purposes). Is this feature supposed
to be used be team owners and admins? In that case it should be more
visible, I think.
Purging is generally only done by mailing-list-experts, which you are  
a member of by virtue of ~launchpad.  Normal team owners shouldn't  
ever need to purge a mailing list.  That feature is there to support  
the use case of team renames, list creation failures, and other corner  
cases.
