ec2 and buildbot images update request

Hello

In the Launchpad PPA there are updated dpkg and debhelper packages.  Can these 
be put in the ec2 and buildbot images please.

This is so that we can support the new 3.0 source package formats on hardy, 
which doesn't have the right packages.
