New lp-land command in bzr-pqm

Hi all,
I've implemented a new command as part of the bzr-pqm plugin: "lp-land".
This command will scan the merge proposals for a branch, and use that
info to submit a merge request to PQM.
Specifically, it will pre-populate the [r=foo][ui=bar][release-critical]
tags in the correct order. If you've used ec2 land, this is the same code.
The big advantages of this are:
- - it will automatically submit to the submit branch specified in the
merge proposal, so you don't need to handle db-devel-targetted
branches specially.
- - if you've specified a commit message in the merge proposal, it will
use that.
To use this, you'll need bzr-pqm revno 64 or later.
