I like it. As I understand it, you mean this as a toolbox from which
people can use what fits the situation, not as a straight jacket.
Canonical has a history of over-filling the front of the pipe with
specs much faster than we could implement them. This touches that
scar. If people use common sense and stay aware of whether there is
yet-unfinished work before starting something new it should be good.
