It's wrong for us to decide what to base the branch on: the series
branch or empty branch?  If it's easy enough for people to fix what our
set-up has done (how many people are familiar with 'bzr push
--overwrite'? does help about it show up when you try to push an
unrelated branch?), we can probably fall back on the simpler option of
just creating a branch.
