I've updated https://dev.launchpad.net/LEP/ActivatingDevelopmentFromDesktop

We've gone over the ground more than once before. I hope that this
step is simple: is the LEP clear? is it correct?

Once I'm sure you're both happy, I'll start figuring out how we can
get this implemented.
