Jono, you said a custom team would meet your needs best; I've patches
in review that will permit this.

We should prepare now though - you need to create a custom team for
this, and ask the losas to add a rule:
'team:$TEAMNAME' code.recipes_enabled 14 on'

We should also prepare some communication to explain the disconnect
between 'anyone on edge' and 'members of this team' [are able to use
recipes].

I'm going to get a rule added now:
'server.edge code.recipes_enabled 15 on'

Which will ensure that when code switching recipe enablement to
features lands, the transition is seamless.
