10026 has landed, and I believe all necessary QA has been done, up to
the current tip, 10029.  One of the stable revisions merged by 10026
still need QA: 12008.  One of the revisions merged by 10029 still needs
QA: 12011.

So depending on how QA goes, and what our appetite for risk is, we could
merge 10029.

There is a fly in the ointment, though.  I believe we may exceed our
database time budget.  I put us at 3256.47 seconds, which would
translate as ~114 minutes when we deploy.  My calculations are attached.
