The former, normally you look at sid as a base for future development.

During a Debian freeze, it's generally recommended to still work through
the ->sid->testing workflow, and try to keep sid from diverging from
what would want to go into the release, if possible.

It depends on whether you are doing feature development, or a security /
critical bug fix.

I'd like it if the dev focus was set to sid. It seems incongruous that
it isn't.
My usual use case for using Debian branches is to inspect history of the
Debian packaging, in which case I always want all the history, not just
the subset that has entered testing.
