retarget vs add+delete can be trivially hidden: that is, we can
implement retarget as add + delete, and report an error on any
attribute we can't copy across; the user can then choose to:
 - add + delete themselves
 - remove the thing that couldn't be copied (e.g. assignee/milestone)
and retarget.
