Hrm. There are lots of bugs filed on bzr which are actually bugs filed
on plugins, and for which it is very natural to retarget.
Ditto bugs filed on incorrect Ubuntu packages, for which simply being
able to update the package is a common action.
Forcing users to add + delete would be somewhat unnatural.
In short, please do not make bugtask targets immutable!
