It's been a while since we upgraded bzr in Launchpad and quite a few
things have improved, including patches that should let more foreign
branch imports succeed.

Landing any of these are blocked by
<https://bugs.launchpad.net/bugs/750175> which is that things have
changed in bzr in a way that will conflict with the way lp does
incremental mirroring.  So we're going to try to fix that this week
and then make a proposal to update bzr.
