Critical bugs over a month old still critical?

The Red Squad is going to be coming off a long hard feature cycle
soon. I'm looking forward to maintenance, because I want to have time
for longpoll and the SOA stuff. However, the Critical bug list is
huge, and I have a sinking feeling that I won't have time for those
things. I want to see if I can move the goalposts.

https://dev.launchpad.net/BugTriage defines Critical bugs as:

  ...those that need attention before all others. Right now: OOPSes,
  timeouts, regressions, stakeholder-escalated bugs, production issues
  and build breakage.

Breaking that down:

- Stakeholder-escalated bugs, no arguments.

- Regressions are critical, no arguments. Get them fixed now before
  then end up costing even more.

- Production issues and build breakage are definitely critical to
  Launchpad's viability.

- OOPSes are sometimes critical, but we always call them critical
  because we want to have zero OOPSes.

- Time-outs are not always critical, but again we always call them
  critical because they're (a) OOPSes and (b) we want to drive them
  towards zero. Doing this has also pleased the users more than almost
  anything else, and pleasing users is good.

However, taking each in turn, consider if a bug in any category that
remains open for more than, say, 30 days is still critical. It might
be blocked on something else, but is it really *critical* if we've
managed to survive for a month without fixing it?

After a month:

- For stakeholder-escalated bugs, either the stakeholders are getting
  fairly grumpy by now, or it isn't so important any more.

- Regressions: it's not so important now, or we've missed it, but
  there's no higher importance to bump it up to.

- Production issues, build breakage: these shouldn't get to be a month
  old, and if they are then they are definitely not critical.

- OOPSes and time-outs: these remains critical because we want to
  drive the list to zero, though at the expense of muddying the waters
  around "truly" critical issues.

We have 185 open critical bugs that are more than 30 days old. Do we
really think they're *critical*?
