As of <https://code.launchpad.net/~mbp/launchpad/ec2-update/+merge/81946>,
'ec2' will apt update the image before it starts running the tests.
This should mean there is less latency in changing packaged
dependencies, and that tests run in something a bit more similar to
what runs in production.

We should still update from time to time so that it boots quickly.

If this breaks etc we can revert or adapt it.
