just put together.

Working through the SOAification of OOPSes has revealed that we depend
on scriptactivity for monitoring of scripts - and thats currently
embedded in LP itself.

If anyone has thoughts on this, please add to the LEP :).

Implementation wise, we could add an xmlrpc call and leave
scriptactivity where it is, but I think this is a prime opportunity to
reduce LP's codebase - removing something that doesn't belong in the
tree at all :).
