We would limit tag creation to the same permissions as milestone creation -- maintainers/drivers.

Initially, adding a tag on a milestone will be done by simply entering space-separated strings in a text entry field. At a later date when a project group has official tags we'd be able to provide autocomplete in that text entry box.
