2208-01-3 made the relevant change to launchpaddatabaserevision, but was
archived before it was applied to qastaging.

thedac unarchived 2208-* at my request and reran. It worked:

A security.py run later, and
https://qastaging.launchpad.net/launchpad/+milestone/3.1.10/+edit works
fine.
