ec2 and launchpad-dependencies PostgreSQL 9.1 updates

Hi.

I've switched the default ec2 image to one that runs with PostgreSQL 9.1.

The updated launchpad-dependencies packages allow you to have
PostgreSQL 8.4, 9.1 or both installed. Launchpad runs against which
ever one is listening on port 5432.

buildbot has not yet switched. So for standard landing procedure, we
will get the whole test suite run against both PostgreSQL 9.1 (in ec2)
and PostgreSQL 8.4 (in buildbot).

Devs are welcome to switch to PostgreSQL 9.1. The simplest way is
probably to uninstall all the PostgreSQL 8.4 packages completely, then
install launchpad-database-dependencies-9.1 and
launchpad-developer-dependencies (if you want both 8.4 and 9.1
installed, you will likely need to manually configure the port in the
postgresql.conf files). The database setup scripts work fine with 9.1.

Please let me know if there are any issues. People and systems needing
to stay with 8.4 should not need to do anything.
