Hey all--

As Rick Harding's review mentor, I now decree that he may be unleashed
upon incoming merge proposals for the launchpad project without further
oversight. He can be considered a full code reviewer with all the rights
and responsibilities it entails. As far as I can tell, there are few
rights, many responsibilities, and quite a lot of headaches.
Congratulations or condolences may be in order, as you see fit.

Rick will be taking over the American slot on Tuesdays [1].
