The page <https://help.launchpad.net/CreatingAHostedBranch> contains the steps needed to create a new branch hosted in Launchpad. The same content can be found in a most updated page: <https://help.launchpad.net/CreatingAHostedBranch>.
I think the old page should redirect to the new one.
