I think the whole concept of the translation groups is superfluous.  It
has no function except adding a whole magnitude of confusion potential.
Anything that the groups are for could be done by teams but not the
other way round.  jtv was unable to explain to me why we need to have
groups.  Maybe it is time to streamline that "functionality" out and
merge it into the team module?
