Public bug reported:

In a Launchpad News article, a subsection heading has a 1-pixel solid
blue bottom border.

An article itself has a 1-pixel dotted light grey bottom border.

This is confusing. It makes the last subsection of an article look more
closely associated with the next article than with the rest of the
article it's actually a part of.
