Ah! It was so subtle that I didn't see it.   You have eyes like a hawk
there Andrea.

So for the person who might fix this, to replicate:

1) Logout of the help wiki
2) Goto https://help.launchpad.net/UserPreferences
3) At the very top CENTER there is a register link. That link points to the wrong address.
