Public bug reported:

https://help.launchpad.net/Packaging/PPA/Uploading is very out of date.
Recent Ubuntu releases have a default 'ppa' dput target, so the
instructions on editing ~/.dput.cf are obsolete. The command to upload
is also now given on the PPA index view, rendering most of the document
redundant.
