Hi Ian

I want to treat IRCNicknameFormatterAPI as a separate bug/enhancement (see bug 787650) because the formatter does not represent the current rules, and it is not used in the existing profile and irc nick pages. I think you can extract your irc changes to a new branch that can land before this branch.
