Cool - as you know, I think heat is currently broken because the
marker for activity is so sensitive (which is not amenable to small
tweaks).

I'd really be inclined to put heat on the 'this needs an entire
overhaul' shelf, with the intent of a ground up redesign with lessons
learnt - at the moment heat has -huge- concurrency and performance
issues, and one of the most effective things we could do to improve
bugs responsiveness would be to disable bug heat decay.

That is of course up to you, just giving you my perspective :)
