I *think* we have addressed the concurrency issues (and maybe Bug
table bloat) when I found the garbo job that was updating all pending
bug heats in a single transaction rather than in batches (obscure
Storm bug).

(Not that it invalidates any tentative plans - I suspect moving a
number of fields from Bug to adjunct tables is still a good idea, but
we may be looking at this now mainly for query performance reasons).
