Actually... I thought about this but I assumed it would not work unless I close https://warthogs.atlassian.net/browse/LP-729 (tox-current-env).

tox uses some isolation, and so at least the Python parts, which are installed via system packages cannot be accessed.

Or maybe I miss something.
